NOTICE is hereby given that at a Regular Meeting of the Municipal Council of the Township of Woodbridge held on APRIL 1, 2014 The following Ordinance was introduced and read and passed on First Reading AN ORDINANCE ADOPTING THE INMAN AVENUE REHABILITATION PLAN: AREA 2 WHEREAS, the Township Council of the Township of Woodbridge (the “Council”) adopted a Resolution directing the Planning Board to undertake a preliminary investigation to determine if certain real property appearing on the official tax maps of the Township of Woodbridge (the “Township”), County of Middlesex, State of New Jersey, as various properties along Inman Avenue in the Colonia section of the Township, commonly referred to as the Inman Avenue Rehabilitation Area (the “Rehabilitation Area”) as an area in need of rehabilitation as defined in the Local Redevelopment and Housing Law, N.J.S.A. 40A:12A-1, et seq. (the “LRHL”); and WHEREAS, the Township Planning Board (“Planning Board”) by resolution dated July 8, 2009, recommended that the Rehabilitation Area be designated by the Township Council as an area in need of rehabilitation; and WHEREAS, on August 4, 2009, pursuant to the recommendation of the Planning Board, the Township Council adopted a Resolution designating the Rehabilitation Area as an area in need of rehabilitation; and WHEREAS, in furtherance of the rehabilitation of the Rehabilitation Area, a rehabilitation plan has been prepared by Marta Lefsky, P.P., A.I.C.P., dated March 2014 , for the Rehabilitation Area (the “Inman Avenue Rehabilitation Plan: Area 2”) which is attached hereto as Exhibit A and hereby made part of this Ordinance; and WHEREAS, the Township Council adopted a Resolution on April 1, 2014, referring the Inman Avenue Rehabilitation Plan to the Planning Board for its review and recommendation; and WHEREAS, the Planning Board by Resolution on April 9, 2014 recommended that the Township Council adopt the Inman Avenue Rehabilitation Plan: Area 2 Company Site. NOW, THEREFORE, BE IT ORDAINED by the Township Council of the Township of Woodbridge, County of Middlesex, State of New Jersey, being the governing body thereof, that, pursuant to N.J.S.A. 40A:12A-7, the Township Council: Section 1. Hereby adopts and approves the Inman Avenue Rehabilitation Plan: Area 2 which attached hereto as Exhibit A and hereby made a part of this Ordinance; and Section 2. Hereby directs the Inman Avenue Rehabilitation Plan: Area 2 be filed with the Township Clerk. Section 3. Hereby directs the Woodbridge Redevelopment Agency of the Township of Woodbridge shall serve as the redevelopment entity responsible for implementing the Inman Avenue Rehabilitation Plan: Area 2 and carrying out the rehabilitation projects in the Rehabilitation Area. Section 4. The Inman Avenue Rehabilitation Plan: Area 2 shall supersede the provisions of the Township’s Zoning Ordinance in the Rehabilitation Area. Section 5. Pursuant to N.J.S.A. 40A:12A-7(c), the Township’s Zoning Map is hereby amended to identify the Rehabilitation Area in the manner depicted in the Rehabilitation Plan. Section 6. If any provision of this Ordinance shall be held invalid by any court of competent jurisdiction, the same shall not affect the other provisions of this ordinance, except so far as the provision so declared invalid shall be inseparable from the remainder of any portion thereof . Section 7. This Ordinance shall take effect upon the final passage and publication pursuant to Law. John M. : LEGAL NOTICE At a scheduled meeting of the Robbinsville Township Planning Board held on Wednesday, March 19, 2014 the following action was taken: 1.Resolution of Memorialization was adopted granting final major subdivision for Phases 3B and 3C and final site plan for a portion of Phases 3B and 3C to Sharbell Building Company, LLC for property known and designated as Block 26, Lots 4, 6.01, 7.01, 8, 9, 10, 11, 12, 23, 24, 25, 27, 29 and 31 a/k/a Route 130 and Gordon Road, Robbinsville Township, Mercer County, NJ. The approval consists of the following: (1) Final major subdivision for the creation of 129 new lots, consisting of 120 non age-restricted single-family homes, a 30 unit multi-family Affordable housing apartment/condominium building, 7 HOA lots, a recreation lot containing the HOA recreation amenities, a lot (Lot 12 in Block 26, containing approximately 120.12 acres) to be conveyed to Robbinsville Township for municipal purposes and/or uses consistent with the zoning regulation for the MU-ARCD Zone and private roadway rights-of-way; and (2) Final site plan for the 30 unit multi-family Affordable Housing apartment/condominium building, a recreation lot with a clubhouse, pool, tot lot and associated site improvements. PLEASE TAKE NOTICE that the undersigned Applicant has applied to the Winslow Township Zoning Board, pursuant to N.J.S.A. 40:55D-50, for Amended Final Major Subdivision Approval and Amended Site Plan Approval concerning the Zoning Board’s prior approval of the construction of 235 single family townhomes and all related site improvements for the lands and premises designated as Block 2101, Lot 26, Plate 21 on the Winslow Township Tax Map, which development is more commonly known as “Moorland Farms” located on Erial Road, Winslow Township, New Jersey. The Final Major Subdivision Approval and Major Site Plan Approval were granted by the Zoning Board on September 14, 2011, and are memorialized in the Zoning Board’s Resolution No. ZR2011-024, adopted on October 2011.
More specifically, the Applicant seeks permission from the Zoning Board to construct the previously approved subdivision in four (4) designated “Phases” which phases are depicted on the Phasing Plan that has been submitted to the Zoning Board for its consideration. The Applicant does not seek any other changes, revisions, amendments or modifications to the Final Subdivision and Site Plans that were approved by the Zoning Board in 2011.
Said application will be heard and considered at the regular monthly meeting of the Zoning Board to be held on Wednesday, April 9, 2014, at 6:30 p.m., in the Winslow Township Municipal Complex, 125 South Route 73, Winslow Township, New Jersey.
