New Hanover Township May Look To Condemnation To Facilitate Redevelopment

NOTICE OF PUBLIC HEARING TO INVESTIGATE A PROPOSED CONDEMNATION REDEVELOPMENT AREA DESIGNATION NEW HANOVER TOWNSHIP JOINT LAND USE BOARD Take notice that the New Hanover Township Joint Land Use Board will conduct a public hearing on March 3, 2015, at 7:30 P.M. in the New Hanover Township Municipal Building, 2 Hockamick Road, Cookstown, New Jersey to conduct a preliminary investigation into whether certain properties in New Hanover Township along the Wrightstown-Cookstown Road and lying in the General Commercial and Neighborhood Commercial Zone Districts should be designated as an area or areas in need of redevelopment, potentially involving condemnation, pursuant to the “Local Redevelopment and Housing Law.” The subject properties are Tax Map Block 1 Lots 1, through 11.02 and 12 through 14.01; Block 2.01 Lots 1.01through 3.01, 5.04, 6.03, 6.04, 6.05, 7.01, 7.04 and 8.03; and Block 2.02 lots 4 through 7.02 and 7.03. Galloway Township to Hold Public Hearing on Redevelopment

NOTICE OF PUBLIC HEARING OF THE PLANNING BOARD

To Whom It May Concern:

Please take notice that the Planning Board of the Township of Galloway will hold a Public Hearing on February 5, 2015 at 7:00 p.m. at the Municipal building, 300 E Jimmie Leeds Road, Galloway, NJ.

The public hearing is part of the investigation by the Planning Board as to whether the following properties as shown on the Municipal Tax Map qualify as an area in need of redevelopment under N.J.S.A. 40A:12A-1 et seq.

Block 1171, Lot 17

Upon completion of its investigation, the Planning Board will provide its recommendation to the Township Council.

If the Township Council adopts a Resolution determining that the property is an area in need of redevelopment, such designation shall constitute a finding of public purpose which will authorize the Township to offer tax or other financial incentives to encourage the appropriate redevelopment of the area.
The redevelopment designation shall not authorize the municipality to exercise the power of eminent domain to acquire property in the delineated area.

The study area is located along Galloway Road in the Limited Industrial (LID) zoning district.
The study area is bounded on the west by block 1171, lots 4.01 and 6 both owned by NJDEP and by a portion of the residential development on Southport Court; on the east by block 1171 lots 18 & 24.01; on the north by the residential development on Quail Hill Boulevard; and on the south by block 1171, lot 4.14 owned by NDEP and block 1171, lot 25.
The site is partially bisected by Galloway Road.
Maps showing the extent of this area are on file with the Municipal Clerk and in the Planning/Zoning office of the Township of Galloway Municipal Building and are available for inspection Tuesday through Friday from 8:30 a.m.- 4:30 p.m.

Anyone who is interested in, or who would be affected by a determination that the area is in need of redevelopment as defined in N.J.S.A. 40A:12A-1 et seq. and who favor or are against such a determination may be heard at the above stated time and place.

Brick to Determine if Foodtown site Meets Redevelopment Qualifications

TOWNSHIP OF BRICK ORDINANCE AN ORDINANCE OF THE TOWNSHIP COUNCIL OF THE TOWNSHIP OF BRICK AMENDING THE METEDECONK VILLAGE REDEVELOPMENT PLAN WHEREAS, by Resolution dated May 1, 2007, the Township Council of the Township of Brick (the “Council”) directed the Brick Township Planning Board (the “Planning Board”) to undertake a preliminary investigation of an area designated as Block 702, Lots 30 & 31 on the Official Tax Map of the Township of Brick (the “Study Area “), which was formerly known as the Foodtown site, to determine if said area qualified as an “area in need of redevelopment” based on the criteria set forth in N.J.S.A. 40A:12A-5 of the Local Redevelopment and Housing Law N.J.S.A. 40A:12A-1 et seq. (the “Redevelopment Law”); and WHEREAS, in accordance with procedures established in N.J.S.A. 40A:12A-6, the Planning Board held a public hearing on July 18, 2007 to discuss the findings of a preliminary investigation report concerning the Study Area and received public comment thereon, and by Resolution dated July 24, 2007, the Planning Board determined that the Study Area satisfied the statutory criteria and recommended that the Council designate the area as one in need of redevelopment; and WHEREAS, the Council accepted the Planning Board’s recommendation and, by Resolution dated August 7, 2007, designated the Study Area as one in need of redevelopment (hereinafter, the “Metedeconk Village Redevelopment Area”); and WHEREAS, in accordance with N.J.S.A. 40A:12A-7 the Council directed the Planning Board to prepare a redevelopment plan governing redevelopment of the Metedeconk Village Redevelopment Area, and on May 14, 2008, the Planning Board transmitted to the Council its proposed redevelopment plan for the Metedeconk Village Redevelopment Area, and WHEREAS, in accordance with N.J.S.A. 40A:12A-7 on June 10, 2008, pursuant to Ordinance 27-08, the Council adopted the redevelopment plan for the Metedeconk Village Redevelopment Area being the Metedeconk Village Redevelopment Plan (the “Redevelopment Plan”), and WHEREAS, in accordance with N.J.S.A. 40A:12A-7 on May 3 2011, pursuant to Ordinance 14-11, the Council adopted an amendment to the Redevelopment Plan for the Metedeconk Village Redevelopment Area to revise certain Land Use Regulations and Building Requirements, and WHEREAS, the Council has determined to amend the Redevelopment Plan in order to encourage and facilitate the redevelopment of the Metedeconk Village Redevelopment Area by removing residential uses as a permitted use and attendant regulations from the Redevelopment Plan as set forth in the proposed amendment to the Redevelopment Plan as attached hereto as EXHIBIT A (the “Proposed Amendment”); and NOW, THEREFORE, BE IT RESOLVED by the Township Council of the Township of Brick as follows:

1. The Amendment to the Metedeconk Village Redevelopment Plan, which shall be available for public examination in the Office of the Township Clerk during normal business hours, shall govern the redevelopment of the area designated as Block 702, Lots 30 and 31 on the Official Tax Map of the Township of Brick, also referred to as the Metedeconk Village Redevelopment Area, and is hereby adopted.

2. The zoning district map of the Township’s Land Development Ordinance is hereby amended to reflect the applicability of the Amendment to the Metedeconk Village Redevelopment Plan, to the Metedeconk Village Redevelopment Area.

3. The Amendment to the Metedeconk Village Redevelopment Plan shall supercede the Township’s Land Development Ordinance as it affects the Metedeconk Village Redevelopment Area and shall supercede and replace the existing Metedeconk Village Redevelopment Plan as adopted by Ordinance 27-08 and as amended by Ordinance 14-11.

4. All Ordinances or parts of Ordinances inconsistent herewith are hereby repealed to the extent of the inconsistency.

5. This Ordinance shall take effect twenty (20) days following final passage and shall be published as required by law.

Woodbridge Council Sends Potential Redevelopment Area to Planning Board

TOWNSHIP OF WOODBRIDGE NOTICE is hereby given that at a Regular Meeting of the Municipal Council of the Township of Woodbridge held on January 20, 2015, the following Ordinance was introduced and read and passed on First Reading. AN ORDINANCE ADOPTING THE ROUTE 1: AREA 17 – RONSON ROAD REDEVELOPMENT PLAN WHEREAS, the Township Council of the Township of Woodbridge (the “Council”) adopted a Resolution directing the Planning Board to undertake a preliminary investigation to determine if certain real property appearing on the official tax maps of the Township of Woodbridge (the “Township”), County of Middlesex, State of New Jersey, as various properties along Route 1 in the Woodbridge section of the Township, commonly referred to as the Route 1: Area 17 – Ronson Road Redevelopment Area (the “Redevelopment Area”) as an area in need of redevelopment as defined in the Local Redevelopment and Housing Law, N.J.S.A. 40A:12A-1, et seq. (the “LRHL”); and WHEREAS, the Township Planning Board (“Planning Board”) by resolution dated September 22, 1999, recommended that the Redevelopment Area be designated by the Township Council as an area in need of redevelopment; and WHEREAS, on November 3, 1999, pursuant to the recommendation of the Planning Board, the Township Council adopted an Ordinance designating the Redevelopment Area as an area in need of redevelopment; and WHEREAS, in furtherance of the redevelopment of the Redevelopment Area, a redevelopment plan has been prepared by Marta Lefsky, A.I.C.P., P.P. Eric Griffith, A.I.C.P., P.P. and Chris Kesici, A.I.C.P., P.P. dated Jannuary 2015, for the Redevelopment Area (the “Route 1: Area 17 – Ronson Road Redevelopment Plan”) which is attached hereto as Exhibit A and hereby made part of this Ordinance; and WHEREAS, the Township Council adopted a Resolution on January 20, 2015, referring the Route 1: Area 17 – Ronson Road Redevelopment Plan to the Planning Board for its review and recommendation; and WHEREAS, the Planning Board by Resolution on January 21, 2015 recommended that the Township Council adopt the Route 1: Area 17 – Ronson Road Redevelopment Plan. NOW, THEREFORE, BE IT ORDAINED by the Township Council of the Township of Woodbridge, County of Middlesex, State of New Jersey, being the governing body thereof, that, pursuant to N.J.S.A. 40A:12A-7, the Township Council: Section 1. Hereby adopts and approves the Route 1: Area 17 – Ronson Road Redevelopment Plan which attached hereto and hereby made a part of this Ordinance; and Section 2. Hereby directs the Route 1: Area 17 – Ronson Road Redevelopment Plan be filed with the Township Clerk. Section 3. Hereby directs the Woodbridge Redevelopment Agency of the Township of Woodbridge shall serve as the redevelopment entity responsible for implementing the Route 1: Area 17 – Ronson Road Redevelopment Plan and carrying out the redevelopment projects in the Redevelopment Area. Section 4. The Route 1: Area 17 – Ronson Road Redevelopment Plan shall supersede the provisions of the Township’s Zoning Ordinance in the Redevelopment Area. Section 5. Pursuant to N.J.S.A. 40A:12A-7(c), the Township’s Zoning Map is hereby amended to identify the Redevelopment Area in the manner depicted in the Redevelopment Plan. Section 6. If any provision of this Ordinance shall be held invalid by any court of competent jurisdiction, the same shall not affect the other provisions of this ordinance, except so far as the provision so declared invalid shall be inseparable from the remainder of any portion thereof . Section 7. This Ordinance shall take effect upon the final passage and publication pursuant to Law.
