Kearny Considers Changes to the Schuyler Avenue Redevelopment Plan

TOWN OF KEARNY Planning Board Town Hall Annex – 410 Kearny Avenue Kearny, New Jersey 07032 (201) 955-7881 Fax (201) 998-5171 Notice of Hearing PLEASE TAKE NOTICE: That SCHUYLER CROSSING URBAN RENEWAL, LLC has appealed to the Kearny Planning Board of the Town of Kearny for Preliminary and Final Site Plan with Variances and Waivers Application(s) from the following terms of Articles and Sections of the Subdivision of Land and Site Plan Review Ordinance, the Zoning Ordinance, and/or the Schuyler Avenue Redevelopment Plan: Variances – Two Variances from Schuyler Avenue Redevelopment Plan: 1) Pg. 40: 83% impervious coverage proposed where 80% is allowed and 82.2% exists. 2) Pg. 39: Two (2) ground signs (site ID) proposed where such signs are prohibited. A de minimis exception is required from the parking requirements of the Residential Site Improvement Standards (RSIS) which require 133 residential parking spaces, where Applicant proposes 106 residential parking spaces. Waivers – ? 36-6.2b.16: Waiver requested from submitting drawing of all existing drainage within five hundred (500′) feet of any boundary. ? 36-12.2d.2: Waiver requested from providing 10′ x 20′ parking stalls. 9′ x 18′ stalls have been provided. 9′ x 18′ stalls meet the requirements of RSIS and the Schuyler Avenue Redevelopment Plan. ? 36-12.2(f): Waiver requested to allow the site driveway to be 5.3 feet from an adjacent site driveway where 20 feet is required. ? 36-12.2(f)(2)(c): Waiver requested to allow curb radii of 7 feet and 15 feet where 25 feet minimum is required for site driveways. ? 36-12.4(3): Waiver requested from the requirement that all lighting be shielded to restrict the maximum apex angle of the cone of illumination to 150 degrees. ? 36-12.9(c)(3)(c): Waiver requested to provide handicapped parking spaces sized in conformance with ADA standards in lieu of 12-foot wide spaces as required by ordinance. Schuyler Avenue Redevelopment Plan Pg. 46: Waiver requested to provide unshielded lights along the east and west property lines where only shielded lights are allowed. Schuyler Avenue Redevelopment Plan Pg. 53a: Waiver requested to landscape about 4% of the parking area where 10% is required. TO PERMIT: The development of that certain real property located at Block 242, Lots 34, 35 & 36, as shown on the Tax Map of the Town of Kearny, Hudson County, New Jersey (the “Premises”), which is located in a Mixed Use Sub-District of the Transit Oriented District of the Schuyler Avenue Redevelopment Plan. The Applicant seeks to construct two proposed multi-family apartment buildings, totaling 70 residential units with associated garage and surface parking. Further, the Applicant shall seek approval of any other waivers, variances, exceptions, and other relief that may be deemed necessary by the Board. The premises are located at 311-337 Bergen Avenue, Block 242, Lots 34, 35 & 36, as shown on the Town of Kearny tax map. This appeal is now on the Board’s calendar and a public hearing has been ordered for February 4, 2015 at 7:30 p.m. in the Town Hall, 402 Kearny Avenue, Kearny, New Jersey 07032 at which time you may appear either in person or by agent, or attorney at the hearing of this appeal.
