Franklin Township Grants Greek Approval for Industrial Buildings

PLEASE TAKE NOTICE that the Franklin Township Planning Board, at its April 16, 2014 public meeting, adopted a resolution granting, to the undersigned, the relief described below in connection with the construction of two buildings, containing a total of approximately 208,740 square feet of floor area for light industrial, warehouse and related uses, with ancillary offices, on premises containing 38.31 acres, located in the M-2 (Light Manufacturing) Zoning District at the terminus of Roosevelt Avenue, and also having frontage on Veronica Avenue (the “Premises”). The Premises is shown on the Franklin Township Tax Maps as Block 88.02, Lots 36.09, 36.10 and 36.11. The relief granted is as follows:
1. Amended Preliminary and Final Major Site Plan approval.
2. Minor subdivision approval to reduce the number of lots from three to two.
3. A variance from ?112-25 of the Franklin Township Municipal Land Use Ordinance, with regard to the 100 foot minimum required setback of a structure from a gas or fuel transmission line, so as to allow one of the proposed buildings to be located less than 100 feet from an existing Sun Oil petroleum line.

Main Street Barnegat to See Mixed Use

North Bergen Studies Area Around Paterson Plank Road for Redevelopment

  NOTICE OF PUBLIC HEARING PLANNING BOARD TOWNSHIP OF NORTH BERGEN   PLEASE TAKE NOTICE that on March 12, 2014, the Board of Commissioners of the Township of North Bergen adopted a resolution authorizing the North Bergen Planning Board to undertake a preliminary investigation of property identified as Block 27, Lots 1, 2,16.01, 21.22 and 23.01 and Block 40, Lots 1, 2, 3.03, 3.011, 3.012 and 3.031 as identified on the Official Tax Map of the Township of North Bergen (the “Study Area”) to determine if the properties qualify as an area in need of redevelopment.  The boundaries of the study area consist of those blocks located on the east and west sides of Paterson Plank Road. The Block 27 portion of the study area begins on the westerly side of Paterson Plank Road across from the intersection with 13th Street and continues west for 150 feet to the westerly property line of Block 27, Lot 2. It continues north for 325.83 feet to the southerly property line of Block 27, Lot 16.01 and turns west following the property line of Lot 16.01 for 176 feet before running 383 feet northwest, 185.33 feet west and 144.38 feet north along the westerly property line of Lot 16.01. At the southerly boundary of Block 27, Lot 21, the study area runs west for 20 feet; north for 70.35 feet; and east for 70 feet to the westerly property line of Block 40, Lot 22. It then runs 132 feet north along this westerly property line; 100 feet east along the northerly property line of Lot 22 to the westerly property line of Block 40, Lot 23.01. The study area boundary then turns 530.10 feet north along the westerly property line of Lot 23.01 before turning east for 252.83 feet to the easterly property line. The boundary then runs southeast along Paterson Plank Road for 1,265.93 feet before turning slightly to the south for 244.08 feet along Grand Avenue to the starting point. The Block 40 portion of the study area is non-contiguous, but is on the opposite side of the street. The southern portion begins 96.42 feet north of the intersection of Paterson Plank Road and 14th Street at the southwesterly corner of Block 40, Lot 1. It then runs northwest along Paterson Plank Road for 866.64 feet along the westerly property lines of Block 40, Lots 1, 2, 3.011 and 3.012 before turning east at the northerly property line of Lot 3.012 and running northeast for 104.80 feet; southeast for 40.34 feet; south for 126 feet; and east for 54.01 feet, following the property lines. It then runs south for 397.07 feet along the easterly property lines of Lots 3.012, 3.011 and 2 before running 114.77 feet west to the starting point. The second area of the Block 40 portion of the study area consists of Lots 3.03 and 3.031 and begins at the southwestern corner of Lot 3.03 located 30 feet north of Lot 3.012. It continues north for 525.11 feet to the northerly property line of Lot 3.03. The boundary then runs 151 feet west to the westerly property line of Lot 3.03, where it turns south 498.40 feet to the southerly property line of Lot 3.031, where it runs west for 117 feet to the starting point. The study area totals +/- 16.8 acres. The study area’s street addresses are 1313 Paterson Plank Road (Block 27, Lot 1), 1305 Paterson Plank Road (Block 27, Lot 2), 1407 Paterson Plank Road (Block 27, Lot 16.01), 1513 Paterson Plank Road (Block 27, Lot 21), 1601 Paterson Plank Road (Block 27, Lot 22), 1607 Paterson Plank Road (Block 27, Lot 23.01), 1445 Kennedy Boulevard (Block 40, Lot 1), 1520 Paterson Plank Road (Block 40, Lot 2), 1706 Paterson Plank Road (Block 40, Lot 3.03), 1610 Paterson Plank Road (Block 40, Lot 3.011), 1700 Paterson Plank Road (Block 40, Lot 3.012) and 1904 Paterson Plank Road (Block 40, Lot 3.031).  The Township of North Bergen Planning Board will be conducting a public hearing on April 30, 2014 at 7:00 p.m. in the North Bergen Municipal Building located at 4233 Kennedy Boulevard, North Bergen, New Jersey to review and consider the preliminary investigation conducted of the aforementioned properties pursuant to N.J.S.A. 40A:12A-6. City of Millville to see sale of industrial site by NJDEP

PUBLIC HEARING NOTICEDepartment of Environmental Protection Green Acres Program Notice of Public Hearings on Proposed Conveyance of Property in the City of Millville, Cumberland County

 

Take Notice that in accordance with N.J.S.A. 13:1D-51 through -58, the State of New Jersey, Department of Environmental Protection (“NJDEP”) will hold two public hearings to seek comments on the proposed conveyance of property in the City of Millville, Cumberland County.

The property proposed for conveyance is designated for tax purposes as Block 578, Lot 19 (comprising approximately 81 acres, hereafter “the Property.”) The NJDEP proposes to convey the Property through a direct sale to either the City of Millville (“City”), the Millville Urban Redevelopment Corporation (“MURC”), the Cumberland County Improvement Authority or any other nonprofit or public entity designated by the City. The Property was purchased by the NJDEP from the prior owner, Durand Glass Manufacturing Company, Inc. (“Durand”), in July 2013 for $335,000. The proposed sale price for the conveyance by the NJDEP to the City or its designee is $395,000. If the property is conveyed by the NJDEP to the City or its designee, it will be used for commercial/industrial purposes consistent with current zoning.

The Property is located off Gorton Road; the street address of the Property is 1 Gorton Road. It is irregularly shaped, with a maximum depth of about 2700 linear feet and a frontage of about 735 feet. The property is currently administered by the NJDEP’s Division of Fish and Wildlife as part of the 474-acre Menantico Ponds Wildlife Management Area.

A copy of a report analyzing the proposed conveyance is available online at www.nj.gov/dep/greenacres/notices.html. A general location map for the Property is included as Figure 1 of the report. An aerial map of the Property is included as Figure 2 of the report.

The proposed sale price is based on three components: the $367,000 full fair market value of the Property as of January 2013 (as established by appraisals commissioned by the NJDEP as part of the purchase); approximately $13,000 in technical costs incurred by the NJDEP as part of the purchase of the Property and $15,000 for administrative costs associated with the proposed conveyance.

If the proposed conveyance of the Property is approved and the Property is sold to the City or its designee, the NJDEP intends to apply $367,000 of the sale proceeds to the purchase of a minimum of 900 acres of land within Block 582, Lot 1 in the City of Millville for addition to the Menantico Ponds Wildlife Management Area. The proposed replacement property is known locally as the Holly Farm property and is located at 3001 Main Street E in the City of Millville. The remainder of the proceeds of the sale ($28,000) will be returned to the Garden State Preservation Trust Fund (or other appropriate Green Acres bond fund) for use in future open space acquisitions. However, if the Holly Farm purchase cannot be concluded within three years of the actual conveyance of the Property, the NJDEP will identify and purchase other suitable replacement land of at least equal acreage, in fee, within Cumberland County using the $367,000 sale proceeds.

State House Commission approval is required for this proposal. If approved, the Department anticipates that the earliest the proposed conveyance could occur is mid-August 2014.

Kearny Redevelopment Plan, If Amended, To Accomdate 445 Acre Industrial SIte

     PUBLIC NOTICE  SP-717 Kearny Area Redevelopment Plan Amendment   PLEASE TAKE NOTICE that the New Jersey Meadowlands Commission (NJMC) will hold a public hearing on Tuesday, April 22, 2014, to obtain comments on an amendment to the Kearny Area Redevelopment Plan, originally adopted by the NJMC on May 24, 2000, and amended on March 27, 2002, July 14, 2004, and September 28, 2011. Woodbridge Township Council Introduces and Passess the Inman Avenue Rehabilitation Plan

NOTICE is hereby given that at a Regular Meeting of the Municipal Council of the Township of Woodbridge held on APRIL 1, 2014 The following Ordinance was introduced and read and passed on First Reading  AN ORDINANCE ADOPTING THE INMAN AVENUE REHABILITATION PLAN: AREA 2 WHEREAS, the Township Council of the Township of Woodbridge (the “Council”) adopted a Resolution directing the Planning Board to undertake a preliminary investigation to determine if certain real property appearing on the official tax maps of the Township of Woodbridge (the “Township”), County of Middlesex, State of New Jersey, as various properties along Inman Avenue in the Colonia section of the Township, commonly referred to as the Inman Avenue Rehabilitation Area (the “Rehabilitation Area”) as an area in need of rehabilitation as defined in the Local Redevelopment and Housing Law, N.J.S.A. 40A:12A-1, et seq. (the “LRHL”); and   WHEREAS, the Township Planning Board (“Planning Board”) by resolution dated July 8, 2009, recommended that the Rehabilitation Area be designated by the Township Council as an area in need of rehabilitation; and WHEREAS, on August 4, 2009, pursuant to the recommendation of the Planning Board, the Township Council adopted a Resolution designating the Rehabilitation Area as an area in need of rehabilitation; and WHEREAS, in furtherance of the rehabilitation of the Rehabilitation Area, a rehabilitation plan has been prepared by Marta Lefsky, P.P., A.I.C.P., dated March 2014 , for the Rehabilitation Area (the “Inman Avenue Rehabilitation Plan: Area 2”) which is attached hereto as Exhibit A and hereby made part of this Ordinance; and WHEREAS, the Township Council adopted a Resolution on April 1, 2014, referring the Inman Avenue Rehabilitation Plan to the Planning Board for its review and recommendation; and WHEREAS, the Planning Board by Resolution on April 9, 2014 recommended that the Township Council adopt the Inman Avenue Rehabilitation Plan: Area 2 Company Site. NOW, THEREFORE, BE IT ORDAINED by the Township Council of the Township of Woodbridge, County of Middlesex, State of New Jersey, being the governing body thereof, that, pursuant to N.J.S.A. 40A:12A-7, the Township Council: Section 1.  Hereby adopts and approves the Inman Avenue Rehabilitation Plan: Area 2 which attached hereto as Exhibit A and hereby made a part of this Ordinance; and Section 2. Hereby directs the Inman Avenue Rehabilitation Plan: Area 2 be filed with the Township Clerk. Section 3.  Hereby directs the Woodbridge Redevelopment Agency of the Township of Woodbridge shall serve as the redevelopment entity responsible for implementing the Inman Avenue Rehabilitation Plan: Area 2 and carrying out the rehabilitation projects in the Rehabilitation Area. Section 4. The Inman Avenue Rehabilitation Plan: Area 2 shall supersede the provisions of the Township’s Zoning Ordinance in the Rehabilitation Area. Section 5.  Pursuant to N.J.S.A. 40A:12A-7(c), the Township’s Zoning Map is hereby amended to identify the Rehabilitation Area in the manner depicted in the Rehabilitation Plan. Section 6. If any provision of this Ordinance shall be held invalid by any court of competent jurisdiction, the same shall not affect the other provisions of this ordinance, except so far as the provision so declared invalid shall be inseparable from the remainder of any portion thereof .  LEGAL NOTICE   At a scheduled meeting of the Robbinsville Township Planning Board held on Wednesday, March 19, 2014 the following action was taken:  1.Resolution of Memorialization was adopted granting final major subdivision for Phases 3B and 3C and final site plan for a portion of Phases 3B and 3C to Sharbell Building Company, LLC for property known and designated as Block 26, Lots 4, 6.01, 7.01, 8, 9, 10, 11, 12, 23, 24, 25, 27, 29 and 31 a/k/a Route 130 and Gordon Road, Robbinsville Township, Mercer County, NJ. The approval consists of the following: (1) Final major subdivision for the creation of 129 new lots, consisting of 120 non age-restricted single-family homes, a 30 unit multi-family Affordable housing apartment/condominium building, 7 HOA lots, a recreation lot containing the HOA recreation amenities, a lot (Lot 12 in Block 26, containing approximately 120.12 acres) to be conveyed to Robbinsville Township for municipal purposes and/or uses consistent with the zoning regulation for the MU-ARCD Zone and private roadway rights-of-way; and (2) Final site plan for the 30 unit multi-family Affordable Housing apartment/condominium building, a recreation lot with a clubhouse, pool, tot lot and associated site improvements. The approval granted is subject to certain conditions.   A copy of this resolution is on file and available for inspection in the Planning/Zoning Office during the hours of 8:30 A.M. to 4:30 P.M., Monday through Friday.  Elide M.
