VIneland Planning Board Passes Ordinance Rezoning Residential Property to Industrial

CITY OF VINELAND ORDINANCE NO. 2015-15 ORIDNANCE AMENDING ORDINANCE 86-38, AS AMENDED, CHAPTER 425 OF THE CITY CODE ENTITLED LAND USE, IN ACCORDANCE WITH RESOLUTION 6110 OF THE VINELAND PLANNING BOARD WHEREAS, the City Council of the City of Vineland adopted Ordinance 86 – 38, as amended, Chapter 425 of the City Code entitled Land-Use, which includes therein a Zone Map adopted in accordance with Ordinance 2008 – 39; and WHEREAS, on January 29, 2015, the City Council of the City of Vineland passed a motion requesting the Vineland Planning Board research the potential to rezone Block 2101 Lot 53 from R-3 (incorrectly read as Institutional) to Industrial Use and provide the Board’s findings and conclusions; and WHEREAS, the rezoning request was considered by the Zoning Committee on February 11, 2015 with Supervising Planner for the City of Vineland, Kathleen Hicks, presenting sworn testimony; and WHEREAS, on February 11, 2015, the Vineland Planning Board adopted Resolution 6110, Resolution of Findings and Conclusions and Decision of the Vineland Planning Board, which contained therein, the sworn testimony of Kathleen Hicks; and WHEREAS, Resolution 6110 of the Vineland Planning Board contains the findings and conclusions of the Board as well as their determination that the City of Vineland is in need of additional industrial zoned property and that Block 2101 Lot 53 is prime for rezoning to Industrial Use due to its large size, close proximity to the I-2 Zone and its close proximity to New Jersey Route 55, and that Block 2101 lot 53 be rezoned from R-3 to I-1. NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Vineland as follows: 1. The City Council hereby ratifies, confirms and adopts the findings and conclusions of the Vineland Planning Board as reflected in Resolution 6110 of the Planning Board. 2. Block 2101 lot 53 shall be and is hereby rezoned from R-3 to I-1. 3. This Ordinance shall take effect in accordance with the laws of the State of New Jersey. BE IT FURTHER ORDAINED that any portion of Ordinance 86-38, as amended, not hereby amended, shall remain in full force and effect and any ordinances or portions thereof, inconsistent herewith shall be deleted to the extent of their inconsistency and of no further force and effect. Maurice River Land Use Board to Investigate Potential Redevelopment Location

PUBLIC NOTICE MAURICE RIVER TOWNSHIP LAND USE BOARD NOTICE OF PUBLIC HEARING Please take notice that the Land Use Board of the Township of Maurice River will hold a Public Hearing on November 5, 2014 at 7:00 p.m. at the Municipal Building, 590 Main Street, Leesburg, NJ. The public hearing is part of the preliminary investigation by the Land Use Board as to whether Block 278, Lots 77, 77.01, 77.02, 78, 79, 80 & 81; Block 279, Lots 1, 2, 3 & 4; Block 280, Lots, 1, 2, 3, 4, 4.01 & 4.02; Block 281, Lots 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 12.01, 13, 14, 15, 15.01, 16, 17, 18, 18.01 & 19; Block 282, Lots 1, 2 & 3; and Block 296, Lots 33, 34 & 35 as shown on the Municipal Tax Map is an area in need of redevelopment under N.J.S.A. 40A:12A-5. Upon completion of its investigation, the Land Use Board will provide its recommendation to the Township Committee. Those redevelopment areas where the municipality declares it will not use eminent domain are referred to as “Non-Condemnation Redevelopment Areas.” Resolution 85-2014 declared that the entire area to be the focus of the study would be designated as a “Non-Condemnation Redevelopment Area.” If the Township Committee adopts a Resolution determining that the property or properties are in an area in need of redevelopment, such designation shall constitute a finding of public purpose which will authorize the Township to offer tax or other financial incentives to encourage the appropriate redevelopment of the area. The study area is located in the Leesburg Riverfront Area. The Preliminary Investigation, Determination of an Area in Need of Redevelopment Report as well as maps showing the extent of this area are on file in the Land Use Board office of the Township of Maurice River Municipal Building and are available for inspection Monday through Friday from 8:30 a.m.-3:00 p.m. Anyone who is interested in, or who would be affected by a determination that the area is in need of redevelopment as defined in N.J.S.A. 40A:12A-5 and who favor or are against such a determination may be heard at the above stated time and place. City of Millville to see sale of industrial site by NJDEP

PUBLIC HEARING NOTICEDepartment of Environmental Protection Green Acres Program Notice of Public Hearings on Proposed Conveyance of Property in the City of Millville, Cumberland County

 

Take Notice that in accordance with N.J.S.A. 13:1D-51 through -58, the State of New Jersey, Department of Environmental Protection (“NJDEP”) will hold two public hearings to seek comments on the proposed conveyance of property in the City of Millville, Cumberland County.

The property proposed for conveyance is designated for tax purposes as Block 578, Lot 19 (comprising approximately 81 acres, hereafter “the Property.”) The NJDEP proposes to convey the Property through a direct sale to either the City of Millville (“City”), the Millville Urban Redevelopment Corporation (“MURC”), the Cumberland County Improvement Authority or any other nonprofit or public entity designated by the City. The Property was purchased by the NJDEP from the prior owner, Durand Glass Manufacturing Company, Inc. (“Durand”), in July 2013 for $335,000. The proposed sale price for the conveyance by the NJDEP to the City or its designee is $395,000. If the property is conveyed by the NJDEP to the City or its designee, it will be used for commercial/industrial purposes consistent with current zoning.

The Property is located off Gorton Road; the street address of the Property is 1 Gorton Road. It is irregularly shaped, with a maximum depth of about 2700 linear feet and a frontage of about 735 feet. The property is currently administered by the NJDEP’s Division of Fish and Wildlife as part of the 474-acre Menantico Ponds Wildlife Management Area.

A copy of a report analyzing the proposed conveyance is available online at www.nj.gov/dep/greenacres/notices.html. A general location map for the Property is included as Figure 1 of the report. An aerial map of the Property is included as Figure 2 of the report.

The proposed sale price is based on three components: the $367,000 full fair market value of the Property as of January 2013 (as established by appraisals commissioned by the NJDEP as part of the purchase); approximately $13,000 in technical costs incurred by the NJDEP as part of the purchase of the Property and $15,000 for administrative costs associated with the proposed conveyance.

If the proposed conveyance of the Property is approved and the Property is sold to the City or its designee, the NJDEP intends to apply $367,000 of the sale proceeds to the purchase of a minimum of 900 acres of land within Block 582, Lot 1 in the City of Millville for addition to the Menantico Ponds Wildlife Management Area. The proposed replacement property is known locally as the Holly Farm property and is located at 3001 Main Street E in the City of Millville. The remainder of the proceeds of the sale ($28,000) will be returned to the Garden State Preservation Trust Fund (or other appropriate Green Acres bond fund) for use in future open space acquisitions. However, if the Holly Farm purchase cannot be concluded within three years of the actual conveyance of the Property, the NJDEP will identify and purchase other suitable replacement land of at least equal acreage, in fee, within Cumberland County using the $367,000 sale proceeds.

State House Commission approval is required for this proposal. If approved, the Department anticipates that the earliest the proposed conveyance could occur is mid-August 2014.

City of Vineland to consider Assisted Living Facility
